Tim, I would think that the instrument lights and the headlights are on different fuses.

E-mail me with the model and I will look at the wiring diagrams.

On my 92 when low freon was detected (Code 9 i think) the electronics shut down the compressor so it wouldn't destroy itself.

TO reset - Disconnect neg. battery terminal for one minute.

Only hear the noise when I apply brake and after searching the archives I made an assumption.

I'll be checking the vacuum lines before I do anything.

I've got on on the inside fender well right in front of the battery. Not sure what it is but my component locator says it's the A/C Clutch relay.

Does your AC work ????

I'll check mine this morning and get back. Was this relay added. Looks like there are several splices in the wiring. The relay shown is a fuel pump relay but they are normally located behind the dash.
