Tire contact patch question

I have a question about a tires contact patch.

If you have two tires... both tires have a width of say 10'' ,but one tire is 11'' tall, the other tire is 18''tall. Would there be any difference...

Seat belt problem?

My drivers side seat belt ( the lower part by the seat adjustment controls) will not extend out it is locked. The top part of the belt is fine.

Is there a performance benefit ,or difference in say 400Hp reached at 6000 rpm, to say 400hp reached at 8000 rpm??

1/12th C6 anybody heard of this???

A vender at a recent corvette show I attended said a 1/12th di-cast model of the C6 will be coming out soon .

Has anybody heard this ,or have any info on this?? (I have the 1/18th version )
