They all have it. It is glued to the top of the "hump", under the glovebox to provide a flat floor. Open your glovebox, and you won't be able to see the "round" driveshaft tunnel.

I think that that shim covers both upper and lower bolt. With the original "full shim" you would install the lower bolts, then slide the shim into place, and add the upper bolts.
