If the starter only 'jumps' when you jump the tdr and doesn't crank the motor over then I would suspect a bad starter. Is the battery fully charged?

This has absolutely nothing to do with your power brakes. If you want to power brake you will need a visit to a tuner. There are some parameters in the pcm that will need to be changed.

Why don't y0u clear the codes and see if they return.? The air temperatures you are seeing often indicate a lightly low charge. Recharging they system will have no effect on the codes.
