I think the upgrade requires a new timing cover, a vent tube assy. There more to it than that. I used to have a list of all of the necessary parts and part numbers. Let me See if I can find it....

The lifters are key here. Make sure that their pumping up. Verify by pumping one up by hand with a push rod.

I also agree, that it can take awhile to get oil up there.

Sounds like the lifters just need to get pumped up or "primed". Most hydraulic lifters will loose their prime when they sit that long. Try pouring some fresh oil into the lifter valley and re prime...
