If the kart did 25mph topping out, sounds like a typical 4hp 4-cycle rental. These have a clutch that engages when the rpm's increase from idle.

Next step up, would be a 2 cycle 100cc Yamaha...

I'm not sure on that question Joe, but I did the BBORR back sometime ago in 2008. Times could have changed, but to my knowledge they just DNF your run, ask me how I know... :(
