I think the brightness knob only adjusts the night setting. During the day dash lights are bright. At dawn and dusk the system gets confused and the lights are off for awhile.

It might also depend on how quickly you change settings. I imagine there is some kind of temperature averaging going on so it doesn't cycle on and off all the time.
