I know the later service center covers had two holes for the z-bar connection on each end to allow them to fit either side. So maybe early service covers did not have any holes and...

For those with early N14 option, I'm trying to track down if the center section cover of the earliest cars did not have the two holes to connect to the z-bar reinforcement that connects to the frame....

I checked the NCRS forums, there are several mentions of side exhaust center covers without Z-bar mounting holes. But nothing definitive, kind of like Bigfoot sightings ;-)

The lock shields were in 1969 as well, AIM 1 Doors, K8, #16, 3966773, 3966774, Shield, L. & R.H. There was a redesign, prior to 3-17-69 the part numbers were 3958733 & 3958734.

Going thru my leftover parts from my 1969 restoration. I have a set of identical side pipe center covers marked 3948020 that I believe are original. The curious thing is that there aren't any holes...
