I would get this fixed. You could have a short to voltage somewhere. Could potentially be a fire hazard. Something is stuck on. I would look for a bad relay. It should shut off with the key off.

There is an idle set procedure that should also be done. Then check the TPS and adjust if necessary. Then check the TV cable too. Acording to Mr. Killebrew these should be done with every tune up.
