If the KR brought timing at wot down to 15*, you probably have too much timing. 15 degrees at wot is enough and if KR is reducing timing to 15 than your operating considerably above 15.

Fuel pump? Whats your fuel pressure?

If you dont have a fuel gauge, check your long term fuel trims. If they are going positive, you may have a pressure drop.

Get a wideband AF ratio gauge to know for sure. It could be a timing issue. Decelleration mode is "fuel cut off" which means when you decell at some rpms, your engine is getting no fuel at all.

I had the stage 11 and got better belt wrap with a longer belt. It lets teh tensioner sit closer to the other side of hte belt and puts more wrap around the sc pulley.
