If this is a cannister mounted to the brake pedal linkage and is connected via some blue splice connectors, it is a radio noise suppressor (filter) capacitor and it DID come from the factory that way. Chances are the capacitor has long since "bit the dust", but it does no harm in the circuit. (It may do no 'good' if it is kaput, though.)
If you get no static (EMF ignition spikes) noise in your radio, don't worry about it.

That part is a time-delay relay for the seat belt warning light, and it was factory on early '72s, they went to a contact in the seat belt retractor on later '72s. My 72 is number 456, and I had it in my car.
When the ignition was turned on, the relay contacts closed and the warning light was lit for a brief period of time, and then the contacts would open and the light would go out. It would happen every time regardless if the seat belts were done or not.

thanks all the info showed different shape unit a flat warning buzzer, plus this unit was spliced in and wrapped with tape like it was added later. then again i have found wiring cut and taped for no reason, this is a great source of info after reading a lot of the post.
