Default Which tool to use?

Found my vibration problem. The rims I'm trying to use have a center bore clearance of only 66.1 and the bores on my hubs need 67.1 clearance. So I'm off by 1 friggin millimeter. The machine shops want $200 to open up the 1 millimeter I need. Shoot, that's too much. I'm going to try to do it myself. Any suggestions on what tool for the job?

Yes, a lathe with a 20-inch swing.
Cost: about $75,000.

Pay the machine shop. You really have no choice. :cry

(how did you ever get the wheels on in the first place?????)
