Tire and Rim Sizes - I'm REALLY Confused

Hey All,

I have an 01 Coupe. I have a spare set of 1998 rims. From the specs it says my rim sizes are:
17" x 8.5" front, 18" x 9.5" rear

But when I measured the rims it came out to:
19.5" x 10.5" front, 19.5" x 10.5" rear

What gives?

Next question. Will the following tires fit the rims?
Front: 245/45ZR17* *
Rear: 275/40ZR17*

I'm a tire newbie....so be nice. :D

as you can see from the picture wheel widths are measured from the inside of the lip area where the tire actually sits ....
