Default Torque specs needed for adapters, and should I use thread lock?

I just got a set of '93 17" rims from another forum member. The fronts fit ok but the rears are rubbing a little on the brace that holds a rubber stop. I assume this is to keep the rear from bottoming out on the body. Anyway, I ordered a set of adapters from Mid-America. They are suppose to come in tomorrow. When I bolt these on, should I loctite the threads and if so with what kind? What torque spec? 30-60-90 in star or 30-60-100 ft/lbs in a star? The car is an 86, and the rear has been lowered 1.5" to level it out.

Do not use Threadlock on your wheelstuds !!
