Default To paint or to polish?

I've got a set of 4 17x9.5" blades and the clearcoat isn't looking to good. If I was to paint what sort of paint do I need to use? I'd like it to look like the normal color, I have access to the entire line of Sikkens products. What should I use for clearcoat? How should I go about stripping the wheels?

If I was to polish the wheels I'll probably sell them, again what sort of clearcoat would I need for this if any? I know some guys here do this themselves, could they explain the process for me real quick.
