I am trying to buy tires from a private owner and he says he can't find a box that fits. I thought you could just wrap them in brown paper and ship them UPS OR FEDEX. Any suggestions?

You can just tape the shipping label to the tire and ship it. I've shipped and received tires like that from FedEx, UPS, and DHL with no problem.
I shipped a set of tires/wheels earlier this year, via FedEx. Went to their website, did all the calculations, agreed on prie with seller, he also did shipping calculations and we came up with same number. I take them to shipper, we do all the paperwork, etc, clerk says that will be $xx. I say, "Wait, I calculated $yy". Clerk says that although my calculations were correct, they charge more for items not in box... All I did was secure two layers of cardboard on each side, to protect rims...Extra charge..$20!!

Is the cardboard enough to protect the rims from any damage? Maybe you can put two boxes together to make one, but that ends up being a lot of boxes you'll need.

I "packaged" the wheels/tires the same way that commercial shippers such as Tire Rack ship theirs. The only difference is that as "business customers", they pay discounted rates, and don't have to deal with the "it's not in boxes" nonsense.
