wheel offset and lug nuts

i had 18 inch weld evo bc-10 all around on my 03 ae vert with a 1/4 inch spacer and the lug nut was still recessed into the lug nut hole the top of the lug nut was flush with the top of the wheel (i think the offset on the 18s was 65mm). today i put 19s on the rear, removed the spacer and the only thing i added was the rotor hat covers which seem a lot thinner than the spacers and now the lug nuts are visible outside the lug nut holes on the 19s. does this have to do with the offset of the 19s which is 78mm? i think the lugs should be in further but i torqued them down to 110 ft lbs. thanx brad
