I had a discussion with Luke at Tirerack about this. Lukes advice in general was that
within reason, if the rim was smaller than ideal, the sidewall would not deliver the best performance due to the flexing caused in part by bulging.
Conversly, in your situation, Luke said that the sidewall performance could be inproved since it was more ridged if it had to "stretch" as in your case.
I don't want to speak for Luke and I suggest you call him to verify that what I thought he said he in fact said. I have found him to be very helpful and willing to discuss in depth issues like these.
