What Are the biggest wheels for an 87

I don't care if I have to ride on rubberbands, but I would like to go as tall profile rim as I can. So far I believe it is 18". I don't want to do any cutting or fabricating to the wheel wells, so is 18" the limit?? I appreciate all the responses
