AN ACT
relating to the manufacture, sale, distribution, purchase, or
possession of a license plate flipper; creating an offense.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter L, Chapter 504, Transportation Code,
is amended by adding Section 504.946 to read as follows:
Sec. 504.946. LICENSE PLATE FLIPPER; OFFENSE. (a) In this
section, "license plate flipper" means a manual, electronic, or
mechanical device designed or adapted to be installed on a motor
vehicle and:
(1) switch between two or more license plates for the
purpose of allowing a motor vehicle operator to change the license
plate displayed on the operator's vehicle; or
(2) hide a license plate from view by flipping the
license plate so that the license plate number is not visible.
(b) A person commits an offense if the person with criminal
negligence purchases or possesses a license plate flipper. An
offense under this subsection is a Class B misdemeanor.
(c) A person commits an offense if the person with criminal
negligence manufactures, sells, offers to sell, or otherwise
distributes a license plate flipper. An offense under this
subsection is a Class A misdemeanor.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2013.

Can't believe Texans will stand for this BS. I was just at the Lone Star Classic last weekend and saw several "hide a plate" units on static show cars on display,,,,,this is now a crime?

Hey, I never got my Silver Bullet last week! I also will never have a front plate.

Very sad. I am sure this is driven by Perry's son who works for the Spanish Toll Road builder doing most of the toll roads in Texas. There is a large number of trucks in the Houston area that have the workers riding in the back and they drop 'shields' over the rear plate as they travel through toll plazas. I usually call them illegals, but I guess flipper is okay

They need to ensure that nothing is done to the other Law (existing) that requires two plates - strictly economics for them for if that Law was to be overturned (it again failed to pass, allowing a single plate) they would lose 50% of their revenues.

I'm sorry, but nobody is going to dictate to me what I can or cannot install on my own car. They can kiss my a$$. I already own one. They're going to make something I purchased before the law illegal all of a sudden? And then expect people to just "know" they made a new law?

In my case I have two (2) Vettes with the hidden units.
Guess which direction I am going.

Not my fault, I had an ice chest full of them at all times while there. Bring that car up to Norman for the NCCO Show and look behind the Silverbullet00 for some ice chests and help yourself!

Most of the guys that I know with late model Vettes don't even have a front plate. After discussing with a few LEOs the general concensus is a that a cop has to be having a bad day or an a$$ to write a ticket for no plate. I would think the same would apply for this stupid law.

Most of the guys that I know with late model Vettes don't even have a front plate. After discussing with a few LEOs the general concensus is a that a cop has to be having a bad day or an a$$ to write a ticket for no plate. I would think the same would apply for this stupid law.
We have, in addition to the two Vettes, a Dodge Magnum RT, a Dodge Magnum SRT8, and a Chrysler 300C. None of which have a front plate.
Over the course of two years we have been stopped for no front plates by DPS (no tickets, warnings - however if stopped again in the same vehicle for no plates a ticket is likely).
One DPS officer indicated that there is a movement to issue warnings, and then a ticket for a second infraction.

I know which direction I'm going. I'll just sell the show-n-go since it's still brand new and in the box and forget about a front plate completely.

Plus the fact that a $200 fine amount has been added to last year's front tag bill that overlooked adding the cost of a fine. Consequently not having a front tag can now get expensive.
