My only problem with Vern is, he's one of those guys who works like 8:30-4:30 M-F. So, if you can't take time off from work to take it in and pick it up, he doesn't make it easy on you. The other thing is, I heard he does good work, but he's not exactly cheap either.
I used to havge Vern do ALL the work on my C4. I live in NW Hillsborough county and would drive almost to Bellair Beach just to have him work on it. Even had it flatbedded to him a time or 2 (lol).
He's very good and very meticulous, has written articles for several well known vette magazines and generally has his stuff together. He's always been more than cordial and even stayed late a time or 2 to help me out. Whoever said he's not cheap is right, but he IS reasonable .
Now, for the Tampa area, I take everything to Andre at Insty Lube on North Dale Mabry. He's been wrenching on vettes (all years) for many years, is very neat, clean and meticulous when he handles your pride and joy. Since I was referred to him, I haven't taken the C4 (or any other of my cars (GN, SHO, Z28, etc) to anyone else. He can even do warranty work with the proper authorization.
He's at DM just south of Ehrlich Road next to Office Depot.

If you have ever seen my fuel rail covers, painted with an airbrushed american flag, you can thank Andre for that he just needed them for practice I couldn't be happier.

I had a street tune done last Saturday by Jeremy Formato. He's associated with Rev Xtreme http://www.revxtreme.com/store/ in some way but he's mostly independant. He's got a C4 making 600+ at the wheels (featured in magazines) so I'm sure he knows a good C4 tech. Jeremy isn't a shop owner but he knows his stuff.
as far as tuners go, jeremy's good. As far as overall shops that really know thier C4 stuff...I'd stick with Andre or Vern. Much more experience with Vettes specifically.
