It is something really low, either 8 or 15 footpounds i think.

Yep, U-bolts are 15 Ft-lbs.

If you are talking about the bolts that hold the flange to the wheel then you are talking 75Ft-lbs.

If you mean the 'thingy' that attaches the half-shaft to the wheel via the U-joint, (Funny I don't know what it's called either ) the castle nut with the cotter pin is supposed to be torqued to ~100ft-lbs + enough to line up the cotter pin hole.
Aren't U-joint cap bolts supposed to be torqued to 21 ft-lbs for 4-speeds? (17 for auto's)
