Are 77-82 brakes better than 68-76?
There seem to be far fewer 77-82 guys bitching about their brakes. So I'm thinking perhaps I should just go with the later year design as long as I'm replacing everything.
It would appear that the booster and MC are interchangeable between the two designs as long as you replace them both. Am I correct on this?

With the exception of a proportioning valve, the systems are functionally the same.
As fas as interchange the booster/master cylinder is different on the '77-'82. In '77 they went with a shallow piston well on the master cylinder that requires a shorter piston pushrod on the booster. You can put either style booster or master on either changeover car as long as you use the corresponding part to match. They are the same, performance-wise, though.
As long as the brake parts are capable of functioning correctly most C3 brake problems come from an un or improperly-bled master cylinder.
