California Emissions Exemption Repeal Bill Will Be Considered by
Senate Transportation Committee on Tuesday, June 29, 2004
As you are aware, A.B. 2683, the California legislation that would repeal the state's current rolling emissions-test exemption for vehicles 30 years old and older passed in the California Assembly will now be considered in the Senate. The bill would repeal the current pro-hobbyist exemption and replace it with a law requiring the permanent testing of all 1976 and newer model vehicles. A Senate hearing has been scheduled for Tuesday, June 29th. Committee members are claiming that they have not heard from enough California hobbyists opposing this bill.
Call Members of the Senate Transportation Committee (List Attached) Immediately to Request Their Opposition to A.B. 2683
Even if you have called or e-mailed previously,
it is important that you make your feelings known once again!
Our arguments are the same:
Existing law in California exempts all vehicles 30 years old and older from emissions testing.
California's current emissions-testing exemption recognizes the minimal impact of vehicles 30 years old and older on vehicle emissions and air quality.
Vehicles 30 years old and older constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.
Antique and classic vehicles are overwhelmingly well-maintained and infrequently driven (about one-third the miles each year as a new vehicle).
Legislators and regulators are feeling the heat from a failed effort to meet air-quality goals and are looking for a convenient scapegoat. The old-car hobby should not carry the burden of their mistakes!

CO is no better. The have continuously tightened the air quality standards so that our air, which was OK last year, is not OK this year - just so that someone has a job!! I'm not against clean air, but the focus needs to be on fixing the big problems - not a few of us!

All I can do right now Steve is email. Where is the SEMA website for contacting local politicians by zip code? I know Bill Morrow is one as he never responed to my email about smog legislation 2 years ago. And Bates is the other local politician but can't remember her first name. Kathy I think.
I'll make this effort for my '76 and newer shark owner friends as who knows what this state politicians will do in this state? Next year they may want new smog equipment retrofitted to 50 year old cars that never had any if they can make a tax buck on the deal.
I wonder if '75 being the first year of the catalytic converter has something to do with this new legislation?

CA is looking for money in every corner and crack in the state. If they can charge $5.00 per car every year for emissions that they can't do now, they will do it.
Even better if they are like Arizona and charge $18.50 / year just to take the smog test, and that is for every car from 1967-1980. 1981-1999 get charged even more, and 2001-2004's don't even get checked at all. They only check cars once they are more than 4-5 years old.

Okay Steve I sent'm email. Sent to Morrow, Bates and the Governator too (why not). Bates and Arnie already returned a form message. Nothing from Morrow again - maybe should have decorated his with $$$$$.
Told'm they vote for A.B. 2683 they don't get mine. Said how can they require 30 yr olds to smog when they don't know how much they contribute to bad air-quality. Like whats next - lawn mowers?
BTW that SEMA site is great. Really helps speed things along.
