Not too hard to find, but the price can be hard to swallow.
They are vacuum actuators - run off vacuum from engine.
So, it may be one of many things ... hoses, vacuum relays, actuators ...
Here is a link to ZIP - showing many of the parts. Open the hood and look
between the hood surround and top of the radiator ... you'll see the back of
the actuators. Hopefully, it is just a broken or loose hose.
Oh yeah - there is a vacuum switch - under the dash, directly under the
steering column. This switch overrides the headlight switch - so the lights
can stay raised but off. It is the thing at the bottom right side of the ZIP page.
You push/pull it up/down to enable/disable headlight vacuum.

Many times it is the actuator seals that have gone bad. Many of the vendors sell them for around $10 bucks each. If the problem is not the seal then you will need a pamplet that many venors carry for vacumn line trouble shooting. Don't buy actuators until you know whats wrong.
