Default Cold Starting Procedure on a 1969 L-71 427/435

I am getting a L-71 69 and the seller told me that the car when it sits for a very longtime, several weeks, it takes 25 pumps of the gas pedal and then the car starts on one turn of the crank, could the choke or the fuel pump not be working correctly?
how do you start a tripower, 3 pumps then crank, with minimal touching the pedal for fuel?
