Start by checking the relevant fuse and then by replacing the bulb. Sorry if I am repeating the obvious.

The light is a spring loaded thing that you just push to turn the light ou. It's not connected to anything. I took mine apart when I had the instrument cluster out. The bulb was burnt out so mine did not work. It's OK now.

I've never taken one apart, but it's a simple "off/on" switch. If you have power to it when you turn the car on, and the "SEAT BELT" light comes on, the switch simply turns it off when you push the button.
I'd try fooling with the switch, and see how it works. If it can't be repaired, I'd start looking for another. Don't know if it is available or is reproduced. Hope this helps. Chuck

it does not turn off, cannot find part, is it just the button and spring which is everywhere in parts catalog

I'll give it a whirl......
Behind the push button and light there is a small coil with a lever arm that is made out of sprung metal that rest against a grounded contact point that completes the light bulb circut. When power is applied current flows thru the lever to ground, energizing the light bulb. The coil is energized when the push button is pushed, it pushes the lever against a contact point on the coil which completes the coil circut to ground. Due to the coil now being a magnet, it holds the lever thus breaking the circut to ground for the light bulb which causes the light bulb to go out. If you light is not going out could be a burned out coil or the lever is not hitting the contact point on the coil allowing it to be held in place due to its magnetism.

if you place something in the light stays off, like a toothpick, so does it mean that if you replaced the button will it work

I would say no, since the light is going out when you press the push button, that indicates the push button is working correctly. Its probably in the circuitry behind the push button.

I replaced all dash and instrument cluster bulbs including the seat belt warning on my 69 last summer. Although mine works, I have to press the button and hold it in for about 5 seconds before it will stay off.
