Its the bottom thats rusted out, so i was thinking about cutting out a plate, removing the rusted out bottom, and rewelding it all together.

Garbage, dude. I'm probably the cheapest guy on the forum, and even I wouldn't touch those. Either find some solid ones and rebuild them, or bite the bullet and buy some ready to go (my choice).

Junk them and buy new ones. You can get new arms for about $125 each maybe less. The last ones I used were pretty good,installed fine and were about $120 each.

True, there would be a lot riding on it. It was kind of strange becuase the left hand side was solid as can be, but this side was shot.

I've heard that the side towards the curb gets more water, debris, and grime kicked up, so rust and damage is typically worse...
