Default Running Rich - Need Tuning Advice (350)

My car seems to be running rich. I'm getting popping in the exhaust when I let off the throttle, it backfires sometimes, the exhaust smell is strong, and I'm only getting about 6 - 8 miles a gallon. The idle is a little rough as well. The carb seems fairly new, but I think it needs some tuning. Any advice would help because I don't know where to start. Here are links to pics of the carb. Thanks in advance!!

your pic CARB4 shows raw fuel on the primary bowl. I would guess either the float level needs adjusting or the inlet needle is dirty/worn or less likley the actual float has a hole.

Good Luck.

I would also check out the ignition system as all of the symptoms described could result from a problem there. If the fuel isn't getting ignited properly you'l smell it in the exhaust and you'll hear it being burned when it meets the hot exhaust from the other cylinders. An ignition miss will also cause a rough idle. Plugs, wires, cap, rotor, timing, dwell, etc., are all suspects

For some reason, the adjustments on the front and rear float bowl are plugged. The sight holes are plugged as well. Should these plugs be removed and screw adjustments be installed? Why are they plugged in the first place?
