Checking fuses on my 79, what is this and where should it go?

Default Checking fuses on my 79, what is this and where should it go?

While pulling and checking fuses, I noticed a heavy gauge wire leading from the Footwell (grounded to the steel around the steering column). It has a blue cylinder in series, with the words ELNA and 47 @85C on the side. on the other side of this it looks like it should plug into my fusebox.
Anybody know what this is, and if so where does it plug into?

Sounds like someting added, but the cylinder is probably a .47 mf capacitor. These are commonly used for electrical filters.
