If it is just the lever that is loose, there is a screw which holds it on the switch. Still have to pull the steering wheel plus. Good luck.

The 1978 turn signal lever "plugs-in" to a plastic pivot assembly that is part of the steering column. You should be able to pull the lever directly out of the pivot. I assume the lever is still in good shape and the problem is in the pivot itself.
You will need to disassemble the steering column head and remove the pivot assembly. I have fairly complete instructions on disassembling the column head and replacing the pivot. The instructions are posted at http://www.corvettefaq.com in the Steering section.
I assume that you have a T&T column. You will need to download:
Tilt and Telescoping Column 69-82 Disassembly & Repair Paper #1 and #2.
It will also be most helpful to download:
Tilt and Telescoping Column 69-82 Disassembly & Repair Pics #1 & #3.
The paper also mentions that the pivot is still available through GM dealers.
BTW if you happen to have a standard (non-adjustable) column and not a T&T, there is an entire section on standard columns as well.
