Default 1978 interior wheel well

Can anyone tell me what the stuff is over the two rear wheel wells under my carpet. It looks like insulation covered with plaster and cellophane. Can this stuff be replaced with something new. Mine is cracked and falling apart.

Usually its insulation but I'm trying to recall what is back there...can you do photos?

Mine looks like hard packed sand covered with clear plastic film. And mine is also breaking apart too. I have never seen a replacement for it and I have no idea what it looks like under neath it.

Mine's in pretty good shape...so long as I don't touch it, lol and it seems to be...
