Default Speedomter Cable Question

While driving to work yesterday, I notice my speedometer needle was flopping all around. It would go to 0 mph when I would stop, but when I would start moving it flops up and down, when I get to 2500rpm, it will remain steady. What could this be? Is there a cable that runs from the speedometer behind the instrument panel and atatches to wherever? I also noticed when I was under the car a few months ago I noticed a cable was routed above and touching the exhaust, The insulation was burned through and I am wondering if this is the speedometer cable. If so I will need to get a new one. Any help on this subject is greatly appreciated.

I believe this is a cable problem.

Try lubing the cable first. Probably the exhaust melted off the grease in that area. Relubing and repositioning may take care of the problem for a while.
