First of all, make sure the wire that runs from the tach filter to the distributor is plugged in. Recent work may have knocked it loose.
The tach filter looks like a capacitor and bolts to the intake manifold on the left hand side of the intake. This filter could also be the source of the problem. Make sure the wires are still intact in the filter. You can run a continuity test on the wire from side to side of the filter to see if the two ends are connected.
What is the tach reading? When the tach is bad more times than not, they will read 0. When a tach is working properly and the engine is shut down, the tach will show the last reading and hold it until the key is turned on again.

I think another common problem with the tachs is the circuit board. You can buy a new circuit board from ecklers and and midamerica.

I recently put together a couple of tach filters for testing purposes. They are not stock appearing but functionally work the same. If you would like one for testing (or permanent use if your not worried about "factory" apperance), I would be glad to send you one for the cost of postage.
