Trying to set up my steering column and there is an air gap fully extended. About 1/8". Is this normal?

With you fingers, twist the metal piece between the horn button and the steering wheel. Turn it counterclockwise to loosen, move steering wheel in or out to desired depth, then turn it clockwise to tighten so steering wheels stays put.
