Ok, the driver's side unlatches but the passenger side won't. How can I manually unlatch it? It is driving me crazy!!! :mad

Just hook it with something and pull hard, but you need to replace the cable. You will find the tabs are broken.

If you look in the wiper trough you'll see a round plug behind each of the latches. Remove the plug on the side that is lotched and put a screwdriver in there to pry the latch loose with the tab designed for exactly this.
It will help if you can have another Corvette of the same year group to study before hand.

OK, I got the latch to open! What an ordeal that was. Sure enough, the little platic cable mount that screws to the metal latch bracket busted. So the cable wasn't actuating the passenger latch.
