From what I remember the SEMA 5.1 spec was a test that SEMA (Specialty Equipment Manufacurers Association ) did on Aluminum after market manufacturers wheels. Part of the test was a drop test to see if the wheel would stand up to a measured impact without breaking. It was to the manufacturers benefit to have the wheels tested and marked with the 5.1 approval for liability insurance reasons. Many warehouse distributors would only distribute wheels that were approved. This was back in the 80's. I hope this answers your question.

SEMA seems to have a huge list of members covering every aspect of the auto aftermarket, my question is what do they do, are they a watchdog, do they carry any legal wieght. If a wheel company on their members list sells you a square wheel that flys apart at 200mph do they do anything about it ?

SEMA would not bear the financial responsibility for a defective product. That responsibility is the manufacturers and the retailer that sold you the wheel. SEMA does a lot to make us aware and to fight legislation that would affect us as car enthusiasts.
