Check the micro switch at each headlight assembly. It's an indicator of headlight door position, not the lights themselves.

Are you talking about the bright red annoying lite on the dash? There is a vacuum line somewhere in the head lite fixture that is disconnected or as in my case, the nipple which the line attaches is broken off...

My guess would be the same as Rolling Thunder. Even though the lights are on, the headlight housings are not fully up - they need to hit a small switch to turn off the dash light. This can be adjusted or your vacuum system might have a leak due to dryness, cracked hoses, etc.
