Default Stock 81 Emission Control System (long)

Just found a diagram - not familiar with the terms and what the
parts do - some Q's - what are the following and what do they do?

EFE Actuator, Diverter Valve, Spark Delay Check Valve,
Manifold Diffuser Pressure Sensor

I see it has a knock sensor, an O2 sensor, and a chip
that apparently controls the electric solenoids in the carb -
does it do anything with timing?
I've also seen a Hypertech Power Chip, anybody have any
experience with them? Worth it?

The big question, would all this stuff still work with engine
mods such as Vortech heads, compression bump to 9.5,
and bigger cam & headers, and would this stuff reduce the
power increase of those items?
I imagine disconnecting some or all of it would require a
carb switch, too? (I just have vasic visual smog check, but don't
want to burn down the atmosphere, either. Course, a well
tuned engine usually is cleaner than the early smog motors
anyway.)

Any good articles that could help educate me on this system
so I can get an idea of how various engine mods would
interact with it?
