identify/describe functionality of this part please
This is from a '73 corvette. The owner (a friend) said the speedo worked when he parked it bacause of an electrical problem 20 years ago. This was flopping around near the tail of the transmission. The housing of the cable had also been melted from the headers about halfway down. Anyway(thinking I understand the functionality of a speedometer) When I turn one side of this shouldn't the other side turn?

Yes, it is a gear change unit, intended to make the speedo correct, usually after are rear end ratio change.

I bet if you ask your friend, the car has a 3:36 rear end. And yes, the other side should turn. The ratio will be a little off 1:1 however.
