Default Valve under Steering column?

Not sure if all C3’s have it but on my 82 there is a valve under the steering column that you can push in/out connected to two what looks like vacuum hoses. Tried to look it up in my books but not sure where to look. Any ideas?

Headlight bypass switch, if the reg switch fails you can use it to operate your headlights up and down.

Is your car running, it works off vacuum. If so then it may have bypassed or is not functioning.
