Does anyone know exactly what you are supposed to do with this part:

Is it to run the spark plug wires, to keep them away from the engine?

It's been a lot of years since I owned my 80 and 82, but I not sure if that part was even on them. The ignition shielding on the new cars used the 1 piece black plastic shield. I suspect the part you have is the mounting bracket for the 3 piece chrome shielding.
Like I said, it's been a while and I am just getting my feet wet again. I don't even own a car now (looking for one), but at least I can come to the C3 board and half way talk about the cars.

What you are showing is the wire loom that holds your spark plug wires to the rear of the block as they swing down the back of the block. You should also have a rubber gromet that holds the wires in place.
