Tilt/Telescoping Column Rebuild?
My steering column telescope is not working properly.
The car is a 69 4-speed vehicle.
How do I go about rebuilding it or is there someone that rebuilds them?

You indicate that your steering column telescope feature is not working properly. Then you indicate that you need to rebuild your steering column. It is possible that all you need to do is adjust your telescope lever.
The following pictures may be helpful when working on the horn, telescoping lock, and steering wheel parts for the various C3 model years. The drawings are all available at http://www.corvettefaq.com in the Steering section.

Carefully pry the horn cap assembly from the steering wheel. This cap assembly consists of three pieces that are all staked together. At this time, you might want to check that the three stakes are secure. You may even want to add some JB Weld to the stakes for insurance.
Next, remove the three screws securing the upper horn contact and remove the contact. Remove the shim(s). Remove the two screws securing the center star screw.
Now, set the telescoping locking lever on top of the spacer (with the steering wheel straight ahead, the finger part of the lever should be in the 12 o’clock quadrant). Screw in the special star screw. Now, use a phillips screwdriver to tighten the star screw until you can no longer telescope the steering shaft.
Place the finger part of the locking lever at about the 1 o’clock position.
Secure the locking lever to the star screw in that position with the two small screws. You can now test the effort required to lock and unlock the telescoping feature. Readjust the locking lever to suit your preference.
Reassemble the shims and the horn contact with the three screws. Snap the horn cap in place.
Now, if you really want to disassemble and repair your steering column there are many papers and line drawing descriptions that can step you through the process. They are all at the corvettefaq.com websight.

Thanks Jim! My telescope feature doesn't work. I can't turn the lever, so I figured it was broken and needed rebuilding.
I try the adjusting tonight when I get home.

They rebuilt the whole thing for me. My tilt knuckle was shot. Lots of play in it. The wheel turned with some resistance. They replaced everything it needed and I had it back in 1 week.
