when i stomp on the brake pedal it feels good, (engine not running)
when i push it down real slow it goes all the way to the floor,

How long has the MC been on the car, or how long as the car been idle? If the car has not been run in awhile I would think that it would need to be replaced. I wouldn't chance things with the brakes.

if you don't see any leaks at the calipers or brake lines, I'd replace the master cylinder. Sounds like fluid is blowing by the plunger.
If you do replace the master cylinder, look for leaks that might develope elsewhere in the system. With a new master putting good pressure in the system, the next weakest area might develop a leak.

I'd say it sounds like the master cylinder. I had the exact same symptoms on an old Cutlass that I owned. When you pushed relatively hard on the brakes, the car would stop and the pedal would give some resistance. If you were waiting at a stop light with a light pressure on the pedal to hold the car in place, the pedal would gradually sink to the floor. Replacing the M/C did the trick. Be sure to "bench bleed" the new one before installing it. It should come with instructions and the fittings and tubing so that you can do the procedure. Otherwise, you'll never get all the air out of the lines.
