Replacing the T&T steering column turn signal cam (also called a Horn Contact Carrier) can be accomplished with the steering column still in the car. If you are going to replace the turn signal switch, I have found that it is far easier to "fish" the wires in and out of the steering column with the column removed and on a bench.
I have complete instructions on tearing down just the upper parts of the column; removing the column from the car; and replacing the turn signal switch. The instructions are posted at http://www.corvettefaq.com in the Steering section.
REPLACE THE HORN CARRIER ONLY
