Default Rear spring, bottom pad loose (composite spring)

The pad that slips between the bottom of the spring and the spring plate is loose. Think I can loosen the pad with the car on the ground to get it back in, or will I need to jack it up? Thanks in advance.

If I'm not mistaken, you torque the spring while the weight of the car is on it.
