There has been a lot of posts on this, you might try a search, but first check the resistor assembly in the air stream from the blower.

Bad relay possible too.
Full uses the relay to energize the blower. When not on high, the
relay is off and the other contact is used.
Mine was like this - replaced the relay and it worked - until the motor
died...
