Default Horn Relay, Horn Problems, Cant figure this out

I disconnected my Horn because I have had major problems with it since this lady in a minivan cut me off and I punched the steering collum. I was wondering when you connect and dissconect the battery, should the horn relay click on when you connect the battery? I can hear it and I can feel it working when I connect and dissconect the battery cable. Should this click on when I turn the Key?

Also the little white piece container where the Horn Contact Brush goes has a chip in it and i am not sure of how to get around this? I am not sure if this is the main reason to the first problem I am having.

I can't answer your specific questions but I have a very helpful paper that will walk you through the diagnose of your horn problems.

Go to http://www.corvettefaq.com and look in the Steering section.

Download: Horn Operation Diagnosis - Revision Date 07JL03.

Everything is there to help you pinpoint the problem(s).

Well what I did was took out the little piece of plastic that contacts the spring, and also I took little pieces of cardboard and put them under the steering horn contact. It worked, and I got my vehicle to pass inspection. Thank you everyone for helping me out with this. This was a tough one for me to get the horn just right.
