Default Headlight Question

Motor isn't ready to crank yet and I tried to turn on the headlights but they do not pop up. The lights turn on but dont seem to budge. Is the motor out or does the engine have to be started for them to raise up? I'm very new to the corvette and hopefully will be learning a lot more soon. :confused:

Motor has to be on since the lights are vaccum controlled.
