Default 1981 New Battery Voltage Loss

Had the car on a battery tender all winter and it seldom was at full charge. I have all accessories working on this car but the factory anti-theft system so far. Where is the voltage draining? Everything is off, is it the anti-theft system, I can't pull the 2 fuses because they are also tied to the clock, lighter, courtesy lamps, horn, glovebox, dome, spare tire lamp, on one 10amp fuse and the ECM on the other 20amp fuse. ANY SUGGESTIONS? :confused: :confused:
